Lewes is a polite sort of place where you can buy a light lunch, an antique poker and a nice hat. But down at the offices of the East Sussex, Brighton and Hove Health Authority (ESBHHA), 16 people, including one nurse, are gathered together in a curious, dark ritual. One of their number is speaking in tongues, reciting strange incantations about forecast out-turns, budgeted contract variations and year-to-date variances. Remarkably, the others appear to be wide awake.
